ISDP - Information Systems Distribution & Procurement

The ISDP program acquires and delivers discounted software to NIH and HHS personnel. ISDP leverages large volume purchasing agreements to secure significantly discounted prices for its customers. The program performs market research, collects software product information, and negotiates directly with vendors to obtain the best possible price. This allows ISDP to present its NIH and HHS customers with the benefit of saving both money and time.

The ISDP program generates cost savings and enables customers to maximize their time and resources by:

  • Identifying the most effective software product pricing options
  • Conducting negotiations on behalf of the customers
  • Streamlining product accounts to manage costs and forecast demand

The ISDP program contacts vendors as part of market research and negotiates cost savings that are substantially lower than the GSA price for COTS (Commercial Off The Shelf) products. ISDP supports HHS Operating Divisions and 27 NIH Institute and Centers. ISDP program operates as a full cost reimbursement program and does not receive appropriated funds.

The ISDP program operates as a full cost reimbursement program and does not receive appropriated funds. An overhead fee is added to the base license cost per product. This fee is added to provide the following ISDP services:


Acquisition Services

  • ISDP is responsible for the processing of acquisition packets, from concept to completion.

Bulk Rate Discounts

  • The ability to purchase at a discounted rate regardless of the quantity of the customer's need.
  • ISDP will negotiate up to 60% off the GSA price on bulk purchases of statistical software. (Bulk rates are determined by GSA).

Communication Services

  • Upkeep and management of the ISDP website.
  • Provides information on news, events, updates, upgrades and available product training.
  • Upon request ISDP will make arrangements to set up training as needed. In person or via webinars.

Customer Service

  • Easy access to major products such as Microsoft, SAS, Adobe, Oracle and more.
  • Licensing Specialists can disburse licensing keys within 24hrs.
  • One point of contact per product and rapid response time of up to but no later than 3 hours vs multiple points of contact and receiving a return correspondence within 24-48 hours.
  • Saving the customer time, as contract negotiations take up 20% of the overall purchasing process.
  • First point of contact to assist with functionality and productivity program availability.
  • Assistance pinpointing customer needs and productivity resolutions.
  • A liaison to discuss customer concerns and needs with vendor to create or locate resolutions.
